i am trying to do a project on speed limit alert for vehicles,using a simple circuit with LM324comparator.please tel if anyone know the working

Huh? Not sure what your question is. The LM324 op amp is not the best choice for a comparator. But if you are in need of information on how comparators work, read the info in this link.

from where are you getting the speed information? that from where i would start asking questions...
