17% is out of date. Currently 9 to 13% with a thick book of rules to decide exact value.
China has export taxes. I doubt anyone is pocketing anything in China. There is virtually no cash in China and all transactions are watched by a big group of hawks.

It's 17% internally but a Chinese company can claim back 9-17% (usually not 17%!) if exporting. The PCBA says they don't bother as it's too much hassle.

It could be the supplier is and they're just keeping it afterwards - I wouldn't put it past them!

Slightly another China issue. I last night's Biden-Trump debate Trump said China was paying the tariffs he imposed. Not exactly a quote, but Biden said it's the US importers and customers that pay. Trump said "NO!". I just received an order from DIGIKEY. There, in the itemized invoice was a "Tariff" of $0.85.
