Is it possible to build a circuit with a GPS Sensor that sends a text message if either movement (detected by an IR Sensor) or loss of power is detected. The circuit would serve as a security sensor in a remote object. If the object looses power or an IR sensor is triggered, then a text may be sent warning user that IR Sensor has been triggered. In addition, would it be possible to poll the circuit for its current gps location?

Yes, a lot of vehicle tracking units have alarm inputs that can be used like that, and most can alert when power is lost, or just send data every now and then.
