A BCD counter still has a binary output but skips the actual binary counts of 10, 11, 12, 13, 14 and 15 providing a decade counter with a binary output useful for driving a display. A decimal counter could have only one output that toggles with every ten counts; or it could have ten outputs, each of which toggles with its respective count (some of these are available in 4000-series CMOS logic); or it could be a BCD counter (the most common) as explained above.
