baketball scoreboard

hi all

i would like to disgn mini basketball scoreboard which include the following

1. down counter from 99 till 0 (second down counter)
2. when the down counter is enabled the up counter is also enabled (this is for baskets scoring)
3. the besket counter enabled only when the second down counter is still valid
4. when the second counter is reaching 10 until 0 the display will blink for 10 ... 9...8.....7.... (you got the idea right)
5. when the second down counter reached 0 the scoring counter is disabled and the last score result will also blink


i would like your ideas and schems about it
