Accodring to USB specification A-A male leads are illegal, none of theses cables comply with USB spec.
Nobody will stop them from making it, but this is a violation of USB Spec chapter 6
https://www.usb.org/developers/docs/usb_20_052510.zip

Also you cen read simplified here:
Universal Serial Bus - Wikipedia, the free encyclopedia
USB Connector Guide at Cables To Go

Just imagine someone will use this cable to conenct two host PCs :)
he will parallel two 5V power supplies - ouch

In contrast, A-Male - A-Female cables are legal and widely used as an extension for USB dongles and thumb drives.

So why don't the police raid all companies selling them? or isn't it really 'illegal' at all? :p

They will, just after they finish with all places that make bootleg DVDs, games and software :)

Actually USB spec uses word "Prohibited"

6.4.4 Prohibited Cable Assemblies:
...
• Cable assembly that violates USB topology rules: A cable assembly with both ends terminated in either Series “A” plugs or Series “B” receptacles.
