Programmer for Cypress USB chip

Hello, I am looking for a way to progam one of these chips:
CY7C63001A-PC

it says to use a Hi-Lo Programmer programmer, but I can not find one and I imagine it is pretty expensive. What would be the cheapest way to program this chip, and can I make a programmer?

It looks like you might need a 'personality kit' or something for the specific chip you're programming. I have no idea.
