Need help making a resistive ballast.

The best way is to measure it under load.
Otherwise, if you know what gas is in the tube, you might be able to determine the voltage from an internet search.
Thanks, I guess I’ll do that tomorrow a huge tree just fell on some wires outside so I’m busy searching this stuff, and writing this from my phone lol
 
Other than the starter, there is nothing to fail in those. Except the lamp tube itself.

The series capacitor and resistor form the appropriate limiting "ballast" and they will be suitable values.
