i may be wrong , but i dont think thats true, because your eyes have a persistance factor , like a scope screen , the darker it is outside (or inside) the more persistance and a blinking LED will appear to be on all the time , when it is actually blinking..Likewise, pulsing it ON for only 10% of the time will only be 10% as bright -

i am currently going over the Enhanced PWM mode section 11.3 of the 16F684 manual..
