Dumbo Of The Decade circuit

Well, thats what my high school teacher called it some 20 years ago.

I'm after a circuit for three quiz contestents. The first person to press their button, after a question is asked, their light will light up.
The judge can then resett the light(turn it off).

How do I do this without using a pic (Non Pic programer)?
