Why do all Full Brisge SMPS control IC's not limit duty cycle?

Hello,
We wish to do a Full Bridge converter. It will have a max duty cycle of 20%….by that, I mean the duty cycle as seen in the output inductor current is 20%.
The problem is that all full bridge smps controllers all have a duty cycle maximum of about 96%. (ie, each output has max duty cycle of 48%).
This is very poor, since it means that one has to size the transformer to be able to handle the magnetising current peak that it would get when on 96% duty cyle. (This high duty cycle could happen after eg a sudden heavy load transient, or at startup).
Do you know why you cannot buy a full bridge control ic that limits its duty cycle to say 45% or therabouts?….(ie the duty cycle of each output being 22.5%).
This would be so much better, and also would mean that it wouldn’t have to have slope compensation inside it.
