Its the same as this one on the lead in the photo, that is used in Australia on mains appliances that are not 240 volt, like HID lamps that have a ballest control.
The flat pins are a standard Australian mains plug configuration and the round pin is just the earth, so if the earth is not required a standard Australian 2 pin mains plug would do, as these are common for double insulated appliances.
I have bought them from electrical contractor suppliers as per the one in the photo.
The white plug is a travel adaptor for use in other countrys power points and coul be easy changed to suit by twisting the flat pins with some plisers.
That might allow you to find a travel adaptor to change the plug to a common style to your location.
