A common failure mechanism in old electrolytics is that the electrolyte leaks and the ESR increases and the capacitance eventually drops.

Replacing old electrolytics is a common practice to restore old electronics equipment. Definitively start with the power supply ones, because of high ripple current they are the first ones to fail.

The bonus is that new electrolyte formulations are superior to what was available in the old days.
 
Old owner replaced power caps.
Someone said I could do more damage changing them if I made something wrong. But if just polarity goes correct it should not be a big deal? Suggestions on quality caps?
 
Panasonic has some very high quality, audio grade caps.
United Chemicon produces some very good products..

For electro caps, polarity, capacitance and rated voltage are the important parameters to be aware of.
 
The greens are probably plastic film type (non-electrolytic) and ok to leave. Don't know about the blues. They look asymmetrical on top, which may indicate they're polarised.
