voltage to frequency converter

Dear friends

please look at the given below link and help me out to as wht is the ratio of volatge to frequency in this. also what does each of the opamp stage do? m new to this . i have tried making it but m not getting proper results.

You have to get the LM331 data sheet and study it. U1b is a real slow inverter, U1a is an integrator. I don't know why anyone would want to do this.
