here is my idea. i think it is simple enough.
here is how it works.
from the 8 outputs of the 4017 wich are used, one is H and the other are L. so the led corresponding to the H turns on, if the wire that it is connected to is ok. set the pulse frequency at around 1Hz and you will see the leds turning on each at its time. or you can put the clock at a highter frequency and add a cap in paralel with each led so that you can see them all lighting or not. but they will ot have such a bright intensity since each led lights 1/8 of the time. also one more thing, in order for the tester to light you need to have at least 2 wires ok.
