OK, it says 32 GB, but it might actually be something else like 32 kb or 32 Mb. 32 Gb is an awfully large limit.
On some forums, the user has a quota for the total amount of files uploaded.
Your 1.421 kb file as an example is 0.14 gb.
So, somebody has messed up a decimal place. e.g. 32 B, 32 kB. 32 Mb, 32 GB or 32 TB. You can scratch off the unreasonable numbers like 32 bytes and 32 TB.
B is usually Bytes and b is usually bits. k gets wierd. Can stand for 1000 or 1024.
