Timer for a motor... help please!

Specifically an automatic bird feed scatterer.

I'd like it to be time programmable to 24 hours and to run from 2-5 times a day for times from 1 second to 30 seconds. If it's easier, it can be run to activate, say, an hour after dawn or even at dawn.

I'm fairly good with a soldering iron, but have never programmed a chip of any sort, so some guidance on this would be appreciated.

I'm not after commercialising this project, as it is already available and the circuitry appears very simple on the one I have already seen.

Any assistance on circuit diagrams or where to find them would be appreciated.
