Time data recorder

Electronic Time data recorder.

I have the need for a small handheld time /data recorder. I have been searching for months and cant find anything suitable. It must be possible to build one.

The recorder is to verify persons have visited pre defined places and record the time they were there. Ideally the recoder should be about the size of a calculator, battery powered. With a small display and key pad.

The area to be visited would have a notice displaying a unique sequence of numbers, (6 Characters) Ie. 954381

The person carrying the recorder will visit the area
When the person reached the notice they would key in the sequence on the key pad and press the save button. This would store the sequence and the exact time the sequence was entered. Hrs:Mins:secs
The recorder should be able to record up to 100 entries. In CSV format, The operator should not be able to adjust time or edit any previous entries. Finally the stored data should be able to be downloaded to a pc or printed on a printer.

Any help, suggestions or ideas very welcome.

Does it have to be numbers? why not have a bar code or RFID then the device does not even need a keypad or display.
