Because the sound doesn't come from somebody at the transmitting station shouting. It comes from the speaker in your TV.
 
Are you refering to when you switch it on?

In that case your video displays requires alot more power than your audio system and takes longer to start up.
 
Iam asking question after switching on the t.v.

Pretty basic question - for an old CRT set the CRT has to warm up, for modern LCD/Plasma both come on together.

But in neither case do you hear the sound before the picture, the broadcast picture is already there, just nor visible on a cold CRT.
