I'm sure there are circuits on the web, but I have 6 off the shelf, and under $8 each, and they have built in Lithium batteries as well. Don't know the actual retail price, I grabbed them from surplus/closeout. They are small, light weight, and just leave them in the window sill until I need a 5 volt portable source.
