sequencer help

I just built a 16 stage sequencer where every bit turns on and then off in order. I would like to build a sequencer weher they come on one and a time but, stay on. Does anyone have any advice as how to do this (maybe with a shift register) or know where there is a ciruit diagram I can find that does this. I am interested in learning more about light control and am interested in learning micro controllers. Which one would be easiest to learn and not to expensive.
 
If you load all "1s" into a serial-in, parallel-out, shift-resister then the parallel outputs will sequentially go high at each clock pulse and stay high.

As far as what would be the best way to approach this problem I would personally go with a micro-controller but there are other solutions and I'm sure other opinions. Whatever you decide I'm sure you can find someone here willing and able to help.
