in television stations they use a TBC console for video router. all inputs are fed to have sync then goes to the router. on the switch board any of the input can be viewed and be switched to air seamlessly.

This is not a trivial project. They won't give you the schematics and software, so you can expect a multi-year R&D effort of your own.
