Robotic Car following an object using an IR Tx and Rx

Can any one help me, i am trying to built a robotic car using the PIC16F84A chip and i want to use an IR Tx and Rx, but I have no clue on how to use it. I am trying to make it follow an object on a hardwood floor at a certain distance also obstacle avoidance would be nice. It would just be on a flat floor nothing to climb up or anything complicated. the distance i would need is at leaast 2 to 3 feet. The speed we will be using is walking speed or less. Thank you for you help.
