You attached the 16F628 datasheet. Not a schematic.

No part numbers on the ICs. Where did you get that schematic? How did you program the PIC?

You always need to program PICs to use them. If it has arrived already programmed, ask whoever supplied it for help.

We would need part numbers to help.

It looks like an RFID reader. They are seriously complicated. You need to know the protocol of the RFID device that you are reading, so we would need to know that before we could help.
