supply + 5v , Fmax. - 1.5 Mhz
it is full repleace 40161 -74HC161, 40175- 74HC175 and 40192 - 74HC192
I look to motorola cmos data book
 
If your question is:

"are the CD40xx series of CMOS circuits compatible with a 74HCxx when operated at 5 volts and frequencies below 1.5 Mhz?"

Then the answer is: Mostly Yes
 
The output current from 40xx Logic is very low when the supply is only 5V but the 74HCxxx output current is much higher.
When their load resistance is high then they both have extremely low supply current.
