you understand that building such a device at high enough power at the wrong frequency will possibly cause the RF cops to come after you!

BUT, if it is for very short range, it shouldn't be much of a problem. Just look for an FM transmitter.

I think he is trying to tell us that he wants to make a transmitter where he can change the transmitting frequency by adjusting a knob.
