Is there a specific type of push/pull style solenoid that holds the position of the arm either in or out with just simple momentary voltage?

Never played around with any and don't know the different type and how they respond.

I'd hate to have to keep the coil activated to keep it in one position.

Yes, there are mechanically latching solenoids. Some have 2 coils and a permanent magnet, some have springs and latches.

There are also some that use a magent in the plunger, and a pulse to the coil(s) either attracts or repulses the plunger. Similar to the message boards that use the reflective discs that flip over. You see these in train stations and scoreboards.

What exactly is it that you are trying to do. A normal solenoid wont suffice.
What kind of load would the solenoid have to hold??
Try an electric motor and worm gearsetup.
That car door lock might do the trick as mentioned aswell.
