Programming PIC24F

What's the cheapest programmer that works with the PIC24Fs with EEPROM listed on the Microchip website, specifically the PIC24F16KA102?

It looks like the cheapest programmer that Microchip sells is a $199 battery powered programmer (all the others are $600+). I was looking at the microEngineering Labs site, but they don't support the PIC24Fs with EEPROM. Thanks!

The **broken link removed** lists PIC24F16KA102 as a supported device. Haven't checked MPLAB.
