Problem with the optical encoders

Hi
i am trying to measure the speed of motor using optical encoders. so i took a floppy drive's optical encoder which, in floppy drive, was used to detect the presence of floppy disk. i took another pair of receiver and transmitter from a mouse. I am trying to measure it using microcontroller and when i plug these two sets of encoders the floppy drive's encoder works fine but the one i took from mouse doesn't. the voltage outputs for both receivers are;
low(V) high(V)
floppy drive 0.22 4.23
mouse 0.42 3.26
i can't use floppy drive's encoder due to its large field of view which can not read small notches in the encoder wheel. help needed.
