i need help understanding a circuit.
its prepaid energy meter.

What's to understand?, it's a micro-controller, it's all in the programming.

Then read the 8952 datasheet. It's mostly a pulse counter, display & relay. Where did you get the schematic?

There's hardly any hardware to understand, just a driver for the relay, an LCD text module, a card slot, and an EEPROM for non-volatile data storage - it's extremely simple hardware.

i wanted to implement a similar prepaid energy meter which also employs time of the day concept ie the tarifff is more during the peak hours.....Will a pic say 16f877 be appropriate to use?

It's got 256bytes of EEPROM built in, why not.

I am working on an Energy Meter project myself, using MCP3909 from Microchip. You can have a look at its datasheet, it can be helpful. Microchip also have some reference designs for energy meters.

Try MSP 430 from Texas Instrument.
ADE7166/7169 from Analog Devices. ( Both well known chips for single phase energy meter design )
The refrence designes are available on respective websites. and should be fine for project level energy meter design.
