VB.net for Communication with Digital Meter Relay via RS232

Dear all,
Please help me!
By background is Biotechnology so I can not understand the code of my device
My device is a the Digital Meter Rely to control (http://www.tsuruga.co.jp/foreign/products/452a/)
Now, I need to communicate with it through RS232, but I do not how to write the code with VB.net for command to receive data from this Digital Meter Relay.
