display.
What's the minimum speed for
pov display?
Can I use variable speed for

If it is not at least 30 HZ it will appear to flicker

It would be very difficult because you need to know when to turn the LED on.
How to transfer power to the
LED's
I think most use brushes or slip rings to transfer the power to the electonics.
There is a lot of info on the net.
 
You can put the batteries, LEDs and electronics all on the part that spins, so there's no need for brushes. With high efficiency LEDs and those little lithium batteries it should be easy enough.
