Don't places that actually need this kind of device have budgets that allow for their purchase? If it's legal, pay for the proper device, don't go trying to hack one on your own.

I haven't noticed because there is hardly any crime up here. The police cars that I see are just driving along looking like every other car, except when they are speeding to a doughnut shop.
