Depends what you mean by a 'normal' PIC programmer - anything that programmes it is a PIC programmer.
If you have a really old PC then you might try one of the JDM programmers, these are minimum component designs, and quite often don't work as they are very PC specific.
Given that you are likely to want to program other chips in the future, then for about £10 it would be worth building Pickit2 Lite as detailed in this forum.
You have to program the 2550 chip to make it work, but sure you can find someone to flash that for you.
