Not able to recognise this motor type

This is a table fan motor. The circuit is not working so I need to find a new one to start this again.
But I fail to get any online. Please help me to understand what I need to start this fan.

The fan has three wire: 1 - VDD 2- GND 3- PWM

Please find the attachments for your reference.
 
As it says 24V DC on the label, presumably it's either a DC brushed, or brushless, motor?.
 
Have you checked the battery voltage ? Checking that there is power available is always a good place to start.

You have not commented on the bare wire that Musicmanager pointed out in post #5 This could be that problem but without knowing what it is connected to we can't comment about it.
Do the LEDs light up ?
Measure the voltage between the ground and VDD2 wires going to the motor.
Check if the duty cycle of the PWM waveform to the motor changes when the speed control is adjusted. (You will need an oscilloscope to do that test.)

You should have a DC voltage on Vdd (presumably 24V?, and PWM pulses on PWM - do you have both of those?.

Tell is what the wires from CON 2 and Con 3 connect to. Post a picture of the etch side of the circuit board and draw a block diagram of the interconnections between all the parts of the fan unit. (The motor, the circuit board in your pictures, the battery, the power input and any other items that are inside the fan unit.)

The company that made the fan appear to also specialize in portable fans where AC power is not available.
It is looking like it is a form of ECM (Electronically comutated motor), if so could have internal electronics that receives the PWM
