A SG3525 IC will do it. Although it needs 8V-35V for power, it uses 5V (which it provides internally) for the PWM control. It was originally made for switch mode power supplies, but can be used for many PWM circuits.
I recently used a TL494 for the same purpose, it was a pyrography pen for the mrs.
The SG3525 I think is a modern version of the TL494.
