Navy NEETS Glitch

Hi All,
Does anybody know if the U.S. Navy's NEETS program will run under Windows Me? Do I need a plug-in or a .dll or something? I keep getting an install error saying I have a newer ActiveMovie file and it can't install it's own older one. I finally got the government to send me a copy last year but I haven't got it to run yet. I could really use some help. Thanks.
