NAD-20 Power Supply Problem

Hello All,
Newbie here. I have a dual output (3.3VDC/5.0VDC) NAD-20 power supply that is not working correctly. The loaded output from the this 10 year old supply is 1.3VDC/3.0VDC . Could someone steer me in the right direction regarding troubleshooting. Should I assume because it has some output, that the logic FETs and transistors are OK and that it is probably dried up output caps? Or am I oversimplifying this. Any troubleshooting help would be appreciated. Thanks very much for your help!
 
Caps would be a good place to start.
