Multiplex IC Combo question please?

Hi
I need to address individually like about 400 Led individually and in random at choice, for which I have made a matrix and multiplexing them as in sourcing the 20 columns and sinking the 20 rows.
Please advise which combo would be best?

1- Sourcing = 4017 , Sinking 4017?
2- Sourcing = 4017 , Sinking 74HC595?
3- Sourcing = 4510 , Sinking 4511?

or what else?

Like turning the LED,s on one at a time, from what I'm reading it seems it may rather be charlieplexing than multiplexing?
Actually they will be Optocouplers but same thing I guess?

The whole thing is much more complex than you think.

just need to know what is the best choice of IC,s for sourcing and sinking LED,s when you only need to light them one at a time at choice? that's all.
