MPLAB - C18 -Timer0 trouble

I am unsure what problem(s) remain ?

I ran the PicKit2 software and tried to erase the chip how you posted, it did not work. I saw a drop down troubleshoot so I tried it, it said my VPP is too low 11.2v with the target chip in, and 11.5v with it out, so this is my last problem (maybe a bad cap in the charge pump?).
I'll try and verify that with a meter when I get up. (it's been a bad weekend for me and electronics).

Ran the check again on the VPP, PicKit2 says 11.2 but my meter (Fluke77) says 9.5.:>(
