The project on that site in India uses an old SL-100 transistor that is available only in India. It is rated at 1A but a BC547 or BC548 is rated at only 100mA and will smoke in that old circuit.

The project charges an old Ni-Cad battery. Don't cell phones in India use a modern Lithium battery like over here? This charger will set a lithium battery on fire or will not charge it!
 
hey...that is a really old circuit....forget it...it was made when cell phones used ni-cd battery....to audioguru....cell phones sold in india do use li-ion or li-po batteries....
well funnymoiz, if u still want to make that ckt, replace the SL 100 transistor with an MJE3055...it is rated for higher current but will work just fine....
