I do not see one single bit of this problem to be one that is the railroads responsibility. They keep their equipment on the tracks it is supposed to be on and on top of that keep a surprisingly tight watch on where their equipment is at all times.

The problem is the people driving the vehicles. Period. If you want better drivers on the road the simple but least like solution is to make being allowed on the road well known to be a privilege that has to be earned and kept. Not a right and a convenience.

If it was up to me the testing to get a basic drivers licence would be as hard and time consuming as it is to get a full Class A Commercial Drivers Licence in America with a full hazardous material transport certification.

Thats it. That is how you make the roads safer. You make driving a hard earned privilege only to be had by those who have their acts together and more than half a functioning brain and you put everyone else on public transportation or bicycles. Then you make it legal for the privileged vehicle drivers to run over stupid people who can't even handle a bicycle.
