MAX232 Works only Once

I have setup MAX232CPE with 1uF capacitors.When I switch off power & repower it won't work.When I remove the max232 & replace it to the same IC base its working.

Is this is a capacitor error?
 
I have found that the MAX232 is fairly flexible AFA cap value is concerned, did you do a voltage check on the pins when it fails, or compare the two conditions?

Hi thanks for the reply.I have done a bad thing don't know somebody has done this before..

In MAX232 there are two line drivers.I have tied (T1IN) permanently to Gnd so (T1out) is always 12V.

Is this good to permanently tie the one of drivers to make it 12V out?

I have done this because I need 12V to make this unit as a DTR.
 
That should be OK if you need a DTR signal.
You can also just jumper out the hardware handshake lines. See the D9 plug.

Do you have a capacitor across the supply rails, you need one.
Have you used good quality capacitors.
And are they still ok, a leaky cap can mess things up.
