I just picked up a Chapman static eliminator it puts out 5000v and 3 Amps could anyone tell me if i would be able to make a small Jacobs ladder out of this? also any ideas on what this thing may have been used on any ideas would be appreciated.

Static eliminators are usually current limited for safety.
Its output is probably more like 3ma.
It will not make a good Jacobs ladder.
I have used them for Christmas light string testers.
