There was no emphasis on the article using infrasound as a weapon.

I just wanted to point out that the test arrangement could be fatal or at least disabling for a while if the power output is high enough.

The frequency was from 800 to 1500 impulses per second.

800-1500hz is not infrasonic...... besides, this is getting very OT, the subject was building a device that can efficiently couple about 2W of electromagnetic energy at 8.5hz or so into the space between the surface of the earth and the ionosphere, and creating standing waves within the waveguide cavity formed by the gap between the ionosphere and earth, and, i would assume, measuring the effects.

a 2 watt audio amplifier fed with an 8.5hz sine wave from a function generator (or computer sound card) would do the trick. the key is efficiently radiating the signal. a very large resonant loop would probably work, as i doubt you want to run an antenna wire across at least 1/4 the circumference of the earth (i doubt you could scrounge up that much wire in your lifetime). the larger the loop is, the more efficient it will be. a large horizontal loop of wire around the perimeter of your yard might work. you will need to measure it's inductance and then select a capacitor to resonate that inductance to 8.5hz. assuming 1/4 acre lots are what 90% of houses here in the US sit on, we'll go with a loop 100ft per side for a total of 400ft (about 129m),the inductance is about 1.9mH or so (it's actually a little more but the calculation for a rectangular loop is ridiculously more involved, so this is a ballpark figure). a 1.85F cap resonates this loop at 8.5hz. you will likely need to modify the amplifier somewhat to get frequency response down to 8.5hz, as most begin rolling off at 15hz or so. but radiating an 8.5hz signal is not difficult and doesn't require exotic components to accomplish (the biggest hurdles are in getting 400ft of 12ga wire and 1.85F worth of BIPOLAR capacitor (back to back 3.7F caps in series). you can reduce the capacitance a lot by adding turns of wire to the loop, but copper is rather expensive these days.
 
As far as the large loop of wire thats a relatively easy one if you don't mind it being a steel wire. A roll of regular 12 gage smooth fencing wire can be over 5000 feet long and had for a reasonable price at any local hardware/farm supply store.

The resistance is going to be higher than aluminum or copper wire but its still going to be a manageable issue over all and doing multiple loops with one continuous wire even over a large area won't be a problem.
