LED array schematic help

The response time of LEDs is very fast. Optocouplers can have response times less than 1 µs, and I can't think that separate LEDs would be far different.

The faster that PMW frequency, the more electrical noise, and the more power that is dissipated in the output transistors.

OK, that's what I thought. Surely there must be some frequency lower than 1 MHz but high enough to enable digital photography using PWM-modulated LED illumination, no?
