latching circuit

What is the cheapest/simplest way to accomplish this? Make a circuit that will turn on the power to a device if it gets a pulse of current and let it on till it gets another? Note the “device” is a LED so no relays should be needed.
 
correct me if I am wrong here, but will the scr not just turn the voltage on? I need it to turn it off if it gets another pulse of current.
