jk flip flop wiring "help"

hi i am new to electronics and i would like some help to wire up a jk flip flop to halve the speed of an electronic pulse.

i have an after market cruise control in my car and it requires a 5v+ pulse of around 4000 pulses per mile. the supply that my car sends to the speedo is about 8000 pulses per mile.

so i have got a jk flip flop which i plan to use like a topple type flip flop.

the schematics for the part are above.

the 4 wires that i have available in my car are


wire 1) 5v+ pulse that is from the speedo pulse

wire 2) 5v+ constant power

wire 3) 5v-

wire 4) output (needs to be half the speed of wire 1)

could someone please help me to tell me which wire goes to which pin/pins on the flip flop please

use a 4017 counter and reset it after every other pulse, ie use feed back to reset at
2nd count. see data sheet to know how to connect.
