Hello, can somebody plz help me with this circuits, how it works and explanation of its components..

Hello,

Looks like the transmitter puts out light pulses and the IRX picks up those pulses,
the transistor gets a signal from IRX which then triggers the 555, the 555 then
pulses the CD4017, and that flips states to turn on the triac.
Energizing the transmitter a second time would flip the CD4017 the other way and
that would turn the triac off.
