There are two ways to tackle it. The best is, if you know the manufacturer say like Amidon, then they give you a formula to calculate the value using the AL value of the core material which is easily converted to microhenrys.
You can also make an oscillator and by measuring the resonant frequency of the oscillator and having a known value of capacitance you calculate the inductance by converting from the formula for resonant frequency.

modern meters like Digital LC meter (LC MeterIIB from www.aade.com) it could measure the L or C values direct. One could over wind and later remove partly to calibrate to required value
but perhaps the OP wants a mathematical way out.
